Project Overview

Improvement District No. 4 (ID4) was formed by the Kern County Water Agency (Agency) Board of Directors in 1971 to provide a supplemental drinking water supply for portions of Metropolitan Bakersfield.

In response to the need for improved drinking water quality, reliability and supply, the ID4 Treated Water Capacity Expansion Project (Expansion Project) was developed, which will more than double the drinking water capacity of the Agency’s Henry C. Garnett Water Purification Plant.

In addition to new and enhanced water treatment capabilities, the Expansion Project also includes the expansion of pipelines to the northern and eastern areas of ID4, the construction of a pipeline to the northwest area of ID4 and a large-scale solar project. The Expansion Project is the result of nearly eight years of water supply planning and will provide a safe and cost-effective drinking water supply to the water service providers for current and future needs.

Other ID4 Water Management Efforts


Water users within ID4 benefit from ID4’s participation in the Cross Valley Canal (CVC) and the CVC Expansion Project that is underway, which will increase the CVC capacity by about 54 percent. The CVC serves as the primary conduit for bringing water from the California Aqueduct to the Henry C. Garnett Water Purification Plant and to areas to replenish ID4’s groundwater banking reserves.

Groundwater banking programs enhance the reliability of the water supply within ID4 by providing a place to store water to be used during dry hydrologic conditions.
