On January 26, 2017, in response to the Sustainable Groundwater Management Act (SGMA), the Kern County Water Agency (Agency) Board of Directors adopted Resolution No.01-17, which authorized the Agency to become a Groundwater Sustainability Agency (GSA) on behalf of the Pioneer Project.

The Pioneer Property is a 2,233-acre banking facility which is known as the Pioneer Project. State Water Project (SWP), Central Valley Project (CVP) and/or Kern River water is delivered from the Cross Valley Canal (CVC) and the Kern River Channel for recharge. The Pioneer Property consists of three parcels designated as North Pioneer, Central Pioneer and South Pioneer.

SGMA requires the development and adoption of a Groundwater Sustainability Plan (GSP) to provide for sustainable management of groundwater within a GSA’s boundaries by January 31, 2020. The Pioneer GSA is a participant in the Kern Groundwater Authority (KGA) and, as a participant, will submit its GSP as a chapter within the KGA’s basin umbrella GSP.
